Selecting between completions management consultancy companies can feel high-risk. This is understandable given contractors globally seek time extensions averaging up to 66% of planned durations, according to a report from HKA.

Our guide gives you a practical, engineering-savvy checklist to compare providers on safety leadership, sector experience, digital capability, and resourcing strength. Learn what to ask, what good looks like, and how OCCMS combines specialist teams with Orbit® software to de-risk start-up and accelerate handover.

1) Start with your risk profile and scope

Before you compare completions management consultancy companies, define the risk you’re buying down. Are you facing brownfield project tie-ins under live operations, a fast-track EPC schedule, or a multi-vendor greenfield project with complex systems completion? Map the scope across pre-commissioning, commissioning, shutdown and operations readiness so bidders must respond like-for-like. Ask for a system breakdown structure (SBS), boundaries, and a draft completions execution plan tailored to your WBS.

Prioritise clarity on interfaces: construction, vendors, OEMs, and operations. Good partners will show how they control punch list management and technical query flow, protect shutdown windows, and stage FAT/SAT outcomes into test packs. Look for evidence of early-phase constructability input and preservation strategy, not just late-stage start-up support.

2) Check safety, quality and regulatory credentials

Safety leadership is non-negotiable. Verify certification to ISO 45001 (occupational health & safety) and ISO 9001 (quality management), plus a live competency framework for supervisors and technicians. On regulated assets, experience against IEC 61511 (functional safety) and sector frameworks (e.g., NORSOK in the North Sea, relevant API practices) indicates maturity rather than box-ticking.

Ask for leading indicators, not only LTIs: PTW quality, SIMOPS controls, field audit close-out time, and barrier health tracking. A solid completions management consultancy company will present a risk-based ITP hierarchy, clear defect categorisation, and escalation routes that keep safety and integrity ahead of schedule pressure.

3) Demand real sector experience and references

You want proven delivery in your operating context – energy, clean energy, built environment, life sciences, mining or defence – not generic claims. Request two relevant case studies that mirror your project’s scale, contracting model, and geography. Look for verifiable KPIs: systems handed over right-first-time, schedule adherence, hydrocarbon-live or energisation dates met, and post-start-up defect rates.

Probe the core team’s CVs, not just company logos. Who will be your Completions Manager, Certifying Authority rep, and Orbit/database administrator? Ask to meet them. Continuity from planning to execution avoids painful relearning at site.

4) Evaluate digital capability, not just tool names

Digital capability is where companies often look similar, until you examine functionality. Insist on a demo using your system list: can the platform build test packs, manage preservation, and control mechanical completion pre-commissioning and commissioning, dynamic commissioning, and final handover with full traceability? Does it integrate with your CMMS (e.g., SAP/Maximo), document control and vendor data?

At OCCMS we use Orbit®, our completions and commissioning management platform, to give live dashboards by subsystem, discipline and critical path. You get field mobility, digital sign-off, automated handover dossiers, and API access for analytics. Crucially, the method drives the software – not the other way round – so you still get a robust process even when connectivity is limited.

5) Probe methodology across the lifecycle

Strong completions partners support the whole lifecycle, from consultancy to execution:

  • Consultancy & planning: readiness reviews, boundary drawings, tag and systemisation strategy, and a resourced completions estimate aligned to the level-3 schedule.
  • Pre-commissioning: discipline-specific ITRs, preservation management, vendor FAT uptake, and early energisation strategy.
  • Commissioning & performance tests: subsystem handover gates, temporary works management, and cause-and-effect verification.
  • Operations readiness: spares, maintenance plans, and control room training to ensure a clean handover.

Ask for their standard Completions Execution Plan table of contents, RACI, and sample ITRs. If their methodology can’t show how they minimise rework and compress the critical path, you’ll feel it during start-up.

6) Validate resourcing depth and global mobility

The best methodology fails without the right people in the right place at the right time. Test each firm’s ability to mobilise multi-discipline teams – mechanical, electrical, instrumentation & controls, HVAC, and process – across multiple time zones. What is their average time-to-mobilise? Can they accelerate and adapt for shutdowns, complex SIMOPS management, and offshore campaigns?

Backed by the Orion Group network, we provide global resourcing, competency-assessed and individual behaviours of personnel evaluated through psychometric testing at scale, supported by field-proven supervisors and data administrators. That blend keeps execution safe and stable while your project ramps.

7) Confirm governance, reporting and commercial fit

Finally, align on how you see progress and manage change. Effective completions management consultancy companies offer transparent KPIs: subsystem MC/CC curves, ITR pass rates, RFSU forecast, and ageing punch analysis. Governance should include weekly look-ahead, interface risk reviews, and formal change control tied to the schedule.

Commercially, choose the model that aligns behaviours: lump-sum for defined packages, T&M with performance bonuses for evolving scopes, or hybrid models linked to milestone handovers. Make sure digital licences, field devices, and travel/logistics are visible line items – surprises at site erode trust.

Why OCCMS?

We are a specialist completions and commissioning services provider with global reach, rooted in Orion Group expertise. Our teams deliver consultancy → pre-commissioning → commissioning → operations readiness across energy, renewables, built environment, life sciences, mining and defence. We combine experienced supervisors and engineers with Orbit® to provide live status, auditable sign-off, and rapid turnover dossiers.

What that means for you: safer execution, tighter schedule adherence, clean start-up, and fewer defects in early operations. Our track record includes multi-phase brownfield programmes with zero lost time incidents and on-time handovers, supported by robust governance and plain-English reporting. If you want a partner judged by outcomes, not slideware, we would like to talk.
