As Senior Commissioning and Completions Engineer, you will develop commissioning strategy and philosophy documents. You will also ensure that the project commissioning and completions strategy is adequately considered during the Phase II Onshore Development Concept Definition, agreed with Operator, and properly transferred to the Execution Phase.

Your responsibilities will include the following:

  • Ensuring that adequate technical definition is provided in the formulation of commissioning and completions assumptions, in the concept definition engineering activity and relevant cost estimates.
  • Coordinate and ensure proper commissioning and completions input is provided during Front End Engineering Desing (FEED) execution.
  • Ensure that proposed execution strategies are robust in terms of commissioning strategy for onshore installations.
  • Coordinate all commissioning and completions issues related to the development concept.
  • Ensuring that all opportunities and risks related to commissioning and completions are properly evaluated and managed.
  • Incorporate commissioning and completions requirements early in the FEED, during the definition of packages and the finalisation of contracting strategies.
  • Identify the tools required to integrate commissioning and completions among the various packages and contracts.
  • Identify and support subsequent detailed design and construction activities till the handover to the production and maintenance phase of the project.
  • Assisting in the preparation of contract strategy and promoting meetings/forums/workshops with representatives of local industries.

Qualifications and Experience:

  • Qualification in an engineering discipline relevant to facilities and infrastructures for oil and gas field development.
  • Substantial demonstrable experience in the oil and gas industry, mainly in commissioning and completions management.
  • Understanding of how oil and gas development projects are implemented.
  • Project management skills, including planning and costing.
  • Demonstrable experience in pre-execution project definition phases e.g., systems boundary definition , definition of commissioning requirements to be included in ITT’s.
  • Significant previous experience in oil and gas commissioning activities in remote regions and challenging environment (artic, sub-artic, shallow waters, swamp areas,
  • ecologically sensitive areas).
  • Knowledge of the drivers and obligations influencing systems handovers.
  • Previous experience in FSU countries and Caspian region would be an advantage.
  • Understanding of key technical details to be addressed for a successful commissioning strategy while maintaining a high level perspective of the field development.

Required Competencies:

  • Capability to work on several different scenarios and be open minded.
  • Ability to problem solving; analytical mind.
  • Supervisory skills and ability to work in a multicultural environment.
  • Ability to develop junior staff, both expatriate and RoK Nationals.
  • Negotiation and interpersonal skills to facilitate liaison between various stakeholder groups and departments within the Project.
  • Communication and presentation skills.
  • Full command of English, written and spoken.
  • Ability to write high quality technical reports.
  • IT literacy with relevant software (Microsoft office).

Working Conditions:
Based in Milan, with frequent trips to locations in United Kingdom, Western Europe, Kazakhstan and other Caspian region countries.

The salary for this role is £500 - £525 GBP per day.

Our Client has a vacancy for a Senior Commissioning Engineer, based in Lagos, Nigeria. This is a contract position, of 6 to 9 months duration.

As Senior Commissioning Engineer, your responsibilities will include the following:

  • Supervise the safe completion of the project multi-discipline pre-commissioning/commissioning work-scope.
  • Supervise and support the project Commissioning Team.
  • Provide multi-discipline commissioning input into the project design phase.
  • Provide multi-discipline commissioning input to the project plans and schedules.
  • Develop project multi-discipline commissioning strategy documents.
  • Review/approve and supervise the design and installation of minor temporary commissioning systems/supplies.
  • Review and approve multi-discipline commissioning procedures - ensure compliance with project standards, specifications and procedures.
  • Ensure all commissioning activities adhere to all applicable site/project safety procedures and practices.
  • Actively participate in all company and project safety initiatives.
  • Liaise with the project engineering office to ensure that the applicable fabrication drawings are produced in line with commissioning requirements.
  • Audit site/project commissioning activities on a regular basis to ensure all compliance with project safety, environmental, and quality requirements.
  • Monitor and report commissioning progress on a regular basis.
  • Approve all system/sub-system mechanical completion, pre-commissioning and commissioning sign-off certificates/milestones.
  • Ensure a safe Permit to Work and isolation system is in place and adhered to.
  • Manage/attend Project HAZID's/Risk Assessments.

Candidates must have the following qualifications and training:

  • HNC in a suitable Engineering subject.
  • BOSIET/Medical.
  • IT Literate (Excel/Word/Powerpoint etc).

Desirable qualifications and training:

  • Degree in Engineering related background.
  • Task Risk Management Trained Person.
  • Conversant with Project Management Systems.
  • PTW Senior Authorised Person.

As Senior Commissioning Engineer, you will have the following experience:

  • Demonstrable experience in similar role, with a proven background of delivery.
  • Strong multidiscipline experience in O&G system commissioning, start-up and operations.
  • Recognised O&G process commissioning background.

Experienced in:

  • O&G systems commissioning and testing.
  • Planning and coordinating system commissioning activities.
  • Running multidiscipline HAZOP's/Risk assessment reviews.
  • Management of system commissioning personnel/team.
  • Development and coaching of team members.
  • Extensive knowledge of O&G related HSEQ safe working practices/procedures.
  • Ability to interface and interact with Client Representatives at all levels.
  • Familiar with O&G process equipment, start-up and operation.

Desirable:

  • Offshore experience in similar role.
  • Conversant with HR practices/processes.
  • Conversant with TRM/Audit process.

Competencies:

  • Fully conversant with the completions and commissioning process.
  • Ability to interpret project procedures, standards, specifications, and drawings including PFD's/P&ID's/SLD's/C&E's etc.
  • Ability to produce system commissioning strategy documents and review/approve commissioning procedures.
  • Able to develop/review and approve design of temporary minor utility systems and supplies.
  • IT literate in all major software packages (Word/Excel/PowerPoint etc).

Purpose:
To Provide mechanical engineering expertise, with specific knowledge in pressure vessels, heat exchangers and fired equipment.. This includes Detailed Design, Construction and Commissioning/Start Up of the EWRP Project (RLF & MYD).

Accountabilities and Responsibilities:
The job holder is responsible for:

  • Supervising and directing Engineering Detail Contractors during the execution of design, procurement and construction activities, ensuring the quality of the works, according to the contract requirements, are met.
  • Providing technical input, in line with project requirements, to various EP/EPC Engineering Contractors as a part of the Design Integrity process for the EWRP facilities.
  • Ensuring a smooth and effective transfer of data and information between Contractors and from the Contractor to the company.
  • Continuing to lead the identification, creation and adoption of appropriate mechanical engineering standards, with appropriate consideration of the Republic of Kazakhstan's national standards and norms. Ensure that the intentions identified through the Conceptual and FEED phases are maintained.
  • Assessing capabilities and limitations of detail design contractors and incorporating in development planning and risk mitigation processes. Undertake technical integrity and HSE reviews/audits, and participate in process safety management.

  • A solid working knowledge of the ASME Div 1 and 2 Pressure Vessel Codes.
  • Experience with fully winterised air cooled heat exchangers and shell and tube heat exchangers.
  • Ability to read, write, understand, interpret and explain technical information.
  • Good communication and interpersonal skills.
  • Have a proactive approach to the decisional process (in the pertinent discipline).
  • Be computer literate in, for example, Word, Excel, Outlook, etc.

Qualifications & Experience:

  • Degree in Mechanical Engineering or equivalent
  • Extenisve experience in the oil and gas industry both onshore and offshore and not less than 10 years of experience in front end engineering, detailed design, delivery and operation.
  • Experience in the design and operation of high H2S content facilities with stringent requirements in terms of HS.
  • Prior experience in major complex project is beneficial.

Intially London then Kazakhstan.

Rates:
London = £550 GBP / $775 USD per day
Kazakhstan = £675 GBP / $945 USD per day

Please note that for positions in Kazakhstan each individual is required to have an educational certificate from an accredited Higher Educational Institution. This certificate must also be relevant to the position for which you are applying. Without this a work permit will not be granted and you will not be permitted into the country. The minimum level of qualification acceptable is City & Guilds (or equivalent), but please also check the clients requirements for the specific position involved.
