Job Description

An experienced all round Commissioning Engineer is required to join our client's team on rotation in Algeria. Although the work site is in a remote location, experience of working in such a location is not essential as long as candidates show willingness to learn.

This is a contract position.

The rate for this position is negotiable.

Job Description

  • Lead a team of discipline Engineers in preparation and execution of commissioning of process plants assuming entire responsibility for the completion of the implementation in conformance with the client's needs and HSSE standards.Carry out a detailed assessment of the work involved in the individual group as well as discipline with respect to the commissioning and assess the available resources and possible constraints in the execution of the same.
  • Ensure the development of integrated commissioning plans including the scope of commissioning activities, duration, interlinked activities, resources required, constraints as well as availability of tools and machinery.
  • Oversee the preparation of commissioning schedules based on the quantum of job and duration for each activity as well as prioritise system completion requirements in order to steer construction completion.
  • Provide guidance to the Commissioning Engineers in analysing the scope as per contract and battery limit/guarantees as well as ensure the preparation of procedures for systematic and sequential pre commissioning/commissioning/start-up of plant.
  • Carry out detailed analysis of plant commissioning, assess the requirements of special tools /temporary facilities/equipment required for pre commissioning and commissioning, prepare Equipment/Tools list and initiate procurement.
  • upervise planning, progress monitoring, cost control and coordination with Client.
  • Prepare manpower organisation to fulfil the commissioning schedule.
  • Coordinate with other departments/ agencies to resolve interface problems.
  • Ensure that all safety and precautionary requirements and procedures are followed during the commissioning process.
  • Hold regular review meetings with the client on issues such as HSE conformance and commissioning progress as well as meetings with the vendors to resolve any equipment related problems.
  • Provide technical as well as manpower support to client during initial operations as required by contract project terms.
  • Hand over the plant to client in line with the commissioning schedules and client requirements.
  • Ensure the management of commissioning and start-up preparation home office activities, coordinating with all project discipline as needed.
  • Ensure the verification of KPI during the entire project activity.
  • Review the test run procedures and operating manuals prepared by the project process leaders.
  • Review and/or define the licensors/vendors schedule and assignment, concerning the precommissioning, commissioning start-up and test run activities.
  • Ensure the transfer of the lesson learned to the home office.
  • Prepare project execution strategy.
  • Able to lead a team of operations personnel and safely operate a plant.
  • Prepare and implement commissioning safety procedure such as LOTO, PTW, control of blinds etc.
  • Responsible for conducting safely and successfully plant SAT and performance testing.
  • Able to manage and control project completions team and systems.
  • Enforce commissioning PTW system and commissioning controlled areas.
  • Identify requirements and scope of work, review specifications, drawings and other documents of the project and establish applicability to the scope of work.
  • Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution.
  • Attend and provide input at P&ID review, HAZOP & HAZID review, spare parts order, specialist services and model review.
  • Ability to review contractual documents and identify project requirements and constraints / risks.

Skills and Experience

  • Required to work at site for extended periods, works in an office environment as and when required.
  • Bachelors Degree in Engineering with significant experience in Oil & Gas industry.

This is a contract position.

  • Set Production direction and strategy for the Thermal Cluster in close liaison with the UEOP Function. Ensure the medium and long-term manpower issues within the asset based on project growth are addressed.
  • Engagement with Clusters team, Concept and study centre for new projects support

  • Ensure redundant equipment are declared and project in place for site restoration
  • Define and maintain Operating Philosophies for all the Thermal Facilities in the Directorate
  • Ensure Support Engineers are assigned to all Thermal Projects and that 'Operations Readiness and Assurance' is fully implemented.
  • Ensure that Projects are commissioned and ensure adequate availability of commissioning engineers in all Assets.
  • Ensure Support Engineers are complying with OPE$T and MAROS modeling and develop activity based budgets for the projects.
  • Support implementation improvements / FCPs
  • Support Process Safety Management project
  • Actively facilitate the transfer of learning and best practices across assets group and directorates in company and participate in production benchmarking activities on behalf of the directorate
  • Ensure the asset input into company Operational Codes of Practice and Procedures is adequate, and that the asset documentation is maintained.
  • Review and analyse plant process performance on a regular basis and identify de-bottlenecking and plant optimisation improvements
  • Maintain an updated portfolio of surface optimisation opportunities
  • Actively participate in PtL's for south assets as required and CWE initiatives.
  • Support the Production Coordinator with process discipline expertise.
  • Develop and maintain Live Operating Envelopes for the Thermal assets
  • Provide assurance that plants are operating within their agreed Operating Envelope
  • Provide process engineering support to the FCP process as required.
  • Ensure the medium and long-term production issues within the asset are addressed

  • Experience with OR & A for projects, lifecycle activity and cost management is desirable.
  • Have the Process or Control Engineering discipline, experience with oil and gas.
  • Proven track of delivery of creative solutions to overcome process constraints required
  • Ability to drive, guide and train Development Production & Process Engineers
